The actual numbers vary in each state or community.\u00a0<\/span><br \/>\nWe also spoke to Alisha Hyslop, Senior Director of Public Policy for the <a href=\"https:\/\/www.acteonline.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Association for Career and Technical Education<\/a> (ACTE). Alisha supervises policy research and advocacy at the ACTE and was able to give us some valuable information on which sources school leaders can tap into when evaluating funding options.<br \/>\n&#8220;When evaluating funding options, every state gets a mix of local funding (from taxes), state funding, federal funding and sometimes private funding that they can tap into. Every district has different formulas and requirements for accessing funds though, so it is important to have a conversation with school or district leaders, to ensure you understand your area&#8217;s unique requirements when it comes to funding,&#8221; says Hyslop.<br \/>\n&nbsp;<br \/>\n<a href=\"https:\/\/xello.zoom.us\/rec\/share\/410ykxfxKJIFBo4qmfsb7_NcwB87Wp-lzDIaRjRvL3a9IE7-0IfS7XKVbCTP_c7S.FtMXHbtySwcVYzL4?startTime=1591902018000\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" data-src=\"https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year.png\" alt=\"budget and spending for schools\" width=\"850\" height=\"310\" class=\"aligncenter wp-image-7972 size-full lazyload\" data-srcset=\"https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year.png 850w, https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year-300x109.png 300w, https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year-768x280.png 768w, https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year-160x58.png 160w\" data-sizes=\"(max-width: 850px) 100vw, 850px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 850px; --smush-placeholder-aspect-ratio: 850\/310;\" \/><\/a><br \/>\n&nbsp;<br \/>\nShe also adds that when it comes to evaluating funding options, school leaders must consider the state and local context as well.<br \/>\n&#8220;Understanding t<span style=\"font-weight: 400;\">he state and local context is important. Funding options will look different everywhere because every place has a different budget structure. The more knowledge that local practitioners can gather about their unique budget situations, the more they\u2019ll know about where to find resources and also what resources are available to them,&#8221; explains Hyslop.\u00a0<\/span><br \/>\nThe government, at the state level, draws school-related funds from income tax and sales tax, both of which have been greatly impacted by the pandemic and resulting shutdowns.<br \/>\n<span style=\"font-weight: 400;\">While the exact degree or severity on school budgets is not yet clear, the impact is already being felt. <\/span><br \/>\n<span style=\"font-weight: 400;\">According to an NPR article on <a href=\"https:\/\/www.npr.org\/2020\/05\/26\/858257200\/the-pandemic-is-driving-americas-schools-toward-a-financial-meltdown\" target=\"_blank\" rel=\"noopener noreferrer\">the financial impact of budget cuts to America&#8217;s schools<\/a>, in May, <\/span><span style=\"font-weight: 400;\">Ohio Gov. Mike DeWine\u00a0<\/span><span style=\"font-weight: 400;\">presented K-12 budget cuts of <\/span><span style=\"font-weight: 400;\">$300 million for the current fiscal year (through June 30 of 2020).<\/span><br \/>\n<span style=\"font-weight: 400;\">Some may point to the <\/span><a href=\"https:\/\/home.treasury.gov\/policy-issues\/cares\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">CARES Act<\/span><\/a> <span style=\"font-weight: 400;\">as a way to fill budget shortages. <\/span><br \/>\n<span style=\"font-weight: 400;\">However, although the CARES Act will certainly help as it allocated $13.5 billion in emergency funding for K-12 schools, it won\u2019t be enough.\u00a0 <\/span><br \/>\n<span style=\"font-weight: 400;\">The shortfall is significant according to an <\/span><a href=\"https:\/\/www.edweek.org\/ew\/articles\/2020\/05\/28\/whats-in-store-for-school-budgets-when.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">EdWeek article<\/span><\/a><span style=\"font-weight: 400;\"> by Daarel Burnette II, where he notes that K-12 finance experts believe that $100 to $200 billion \u201cis the amount needed to avoid mass layoffs this summer [2020].\u201d <\/span><br \/>\n<span style=\"font-weight: 400;\">With seemingly every industry and government service in need, it\u2019s hard to imagine the government getting to this mark.<\/span><\/p>\n<h3><b>Who and What will be Impacted by the Budget Shortfall?\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Those school districts that rely primarily upon the state will be impacted more than those that rely on local funding. Such districts, notes Burnette, tend to be the wealthiest and highest spending districts.\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">\u201cNo matter which way you slice it, low-income and school districts with lower-performing students are most heavily reliant on state aid and stand to lose the most when sales and income tax revenue go into a tailspin,\u201d he says.\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">According to Burnette, the initiatives that are most at risk are those that were launched after states created their funding formula.<\/span><br \/>\n<span style=\"font-weight: 400;\">These include, \u201cpre-K programs, after-school programs, vocational programs, programs for English-language learners, and, in many states, school choice programs such as vouchers and charter schools.\u201d\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">He also speculates that a hold will be placed on school construction projects and states&#8217; education departments will be slashed.<\/span><\/p>\n<h3><b>When to Look for Funds and What are the Options Available to School Districts?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">With the normal funding spigots sputtering, school leaders are likely to try and find money through non-traditional means, such as grants.\u00a0<\/span><br \/>\nHowever, there are still some important funding options you should look into before turning to other sources.<br \/>\nAlisha Hyslop highlights some of the important options for school district leaders and also talks about when to apply for funding.<br \/>\n&#8220;The vast majority of funds available to school leaders involve local and state funding options. However, federal dollars can often be more flexible than local and state funds, which are often directed toward teachers&#8217; salaries and basic operational expenses. The largest pots of federal dollars are usually available through the Individuals with Disabilities Act (IDEA) or the Every Student Succeeds Act (ESSA). And then there are dozens of smaller programs as well that school leaders can look into,&#8221; says Hyslop.<br \/>\nLet&#8217;s take a deeper look into Perkins V and ESSA Title IV funding options.<br \/>\n<b>Perkins V<\/b><br \/>\n<span style=\"font-weight: 400;\">Perkins V or <\/span><span style=\"font-weight: 400;\">\u200bthe Strengthening Career and Technical Education for the 21st Century Act was authorized in the summer of 2018. <\/span><span style=\"font-weight: 400;\"><\/span><br \/>\n<span style=\"font-weight: 400;\">The purpose of the act is to, \u201cidentify, support, and rigorously evaluate evidence-based and innovative strategies and activities to improve and modernize career and technical education and align workforce skills with labor market needs in CTE programs funded under the Act.\u201d<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">The program, which reauthorized and strengthened the 2006 Perkins IV Act, provides approximately $1.3 billion annually for career and technical education (CTE) programs and<\/span><span style=\"font-weight: 400;\"> is the main federal source for <\/span><span style=\"font-weight: 400;\">such programs.<\/span><br \/>\nHyslop explains that, under the new law, each local K-12 school district has to submit a comprehensive needs assessment to their state. Essentially, school districts conduct a research project to identify their unique needs and then submit a local application to their state in order to be eligible for funding.<br \/>\n&#8220;In most states, these steps have already been done. Some, however, may still be working on these steps due to delays from COVID-19,&#8221; says Hyslop.<br \/>\n<span style=\"font-weight: 400;\">Why conduct a needs assessment? The reasoning, according to Chris Zook, who writes for the <\/span><a href=\"https:\/\/www.aeseducation.com\/blog\/the-5-parts-of-perkins-v-every-teacher-should-know\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Applied Education Systems<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">is simple.<\/span><br \/>\n<span style=\"font-weight: 400;\">&#8220;Every locality experiences different challenges and diverse people, meaning they also have different economies,\u201d he explains.\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">Perkins V also significantly changes the process for setting performance targets, shifts the accountability indicators, and increases the focus on serving special populations.<\/span><br \/>\n&nbsp;<br \/>\n<a href=\"https:\/\/xello.zoom.us\/rec\/share\/410ykxfxKJIFBo4qmfsb7_NcwB87Wp-lzDIaRjRvL3a9IE7-0IfS7XKVbCTP_c7S.FtMXHbtySwcVYzL4?startTime=1591902018000\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" data-src=\"https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year.png\" alt=\"budget and spending for schools\" width=\"850\" height=\"310\" class=\"aligncenter wp-image-7972 size-full lazyload\" data-srcset=\"https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year.png 850w, https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year-300x109.png 300w, https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year-768x280.png 768w, https:\/\/dev.xello.world\/wp-content\/uploads\/Webinar-Banner-CTA-Budget-for-Upcoming-Year-160x58.png 160w\" data-sizes=\"(max-width: 850px) 100vw, 850px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 850px; --smush-placeholder-aspect-ratio: 850\/310;\" \/><\/a><br \/>\n&nbsp;<br \/>\n<span style=\"font-weight: 400;\">According to <\/span><a href=\"https:\/\/www.stukent.com\/apply-perkins-grant\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Stukent<\/span><\/a><span style=\"font-weight: 400;\">, the applicant process for a Perkins V grant is different for each state and can even vary by district, which makes the process challenging. <\/span><br \/>\n<span style=\"font-weight: 400;\">Therefore, they note, \u201c<\/span><span style=\"font-weight: 400;\">It can be beneficial to contact your state CTE director because they can help you apply for a Perkins grant and can direct you to other qualified professionals.<\/span><span style=\"font-weight: 400;\">\u201d<\/span><br \/>\nFunds under Perkins V can only be used for items that have been defined in the needs assessment.<br \/>\n&#8220;Pre-COVID-19, a lot of these items included equipment or professional development. The shift towards e-learning has changed things a bit,&#8221; says Hyslop.<br \/>\n<span style=\"font-weight: 400;\">To learn more about what the funds can and can\u2019t be used for, visit this <\/span>site<\/span><span style=\"font-weight: 400;\">.<\/span><br \/>\n<strong>ESSA, Title IV and the SSAE Program<\/strong><br \/>\n<span style=\"font-weight: 400;\">According to the <a href=\"https:\/\/www.afterschoolalliance.org\/afterschoolSnack\/Understanding-ESSA-Title-IV-A-The-Student-Support-and-Academic_06-12-2018.cfm\" target=\"_blank\" rel=\"noopener noreferrer\">Afterschool Alliance<\/a>,<\/span> <span style=\"font-weight: 400;\">ESSA<\/span><span style=\"font-weight: 400;\"> is the replacement for <\/span><span style=\"font-weight: 400;\">No Child Left Behind and \u201ccombined several previously independent programs under NCLB into a single flexible block grant.\u201d <\/span><br \/>\n<span style=\"font-weight: 400;\">ESSA serves as the guiding federal education law.\u00a0<\/span><\/p>\n<h2><a href=\"https:\/\/dev.xello.world\/en\/mandate-guide\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Free ESSA eBook: <\/em><em>Improving Student Success through College and Career Readiness<\/em><\/strong><\/a><\/h2>\n<p><span style=\"font-weight: 400;\">Signed into law in December of 2015<\/span><span style=\"font-weight: 400;\">, ESSA reauthorized the Elementary and Secondary Education Act of 1965 (ESEA). The Student Support and Academic Enrichment (SSAE) program is newly authorized under subpart 1 of Title IV. \u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">As explained by the <\/span><a href=\"https:\/\/safesupportivelearning.ed.gov\/ESSA-TitleIVPartA-SSAE#:~:text=The%20SSAE%20program%20is%20intended,for%20student%20learning%3B%20and%20improve\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">National Center on Safe Supportive Learning Environments<\/span><\/a><span style=\"font-weight: 400;\">, \u201cThe SSAE program is intended to improve students\u2019 academic achievement by increasing the capacity of State educational agencies (SEAs), local educational agencies (LEAs), and local communities to provide all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology to improve the academic achievement and digital literacy of all students.\u201d<\/span><br \/>\n<span style=\"font-weight: 400;\">With the March 2018 budget deal, the program saw a significant increase.<\/span><br \/>\n<span style=\"font-weight: 400;\">According to the Afterschool Alliance, as a formula block grant program, SSAE funds are \u201cdistributed to state education agencies <\/span><span style=\"font-weight: 400;\">based on the ESSA Title I formula, and the districts, or local education agencies (LEAs), by the same formula.\u201d <\/span><br \/>\n<span style=\"font-weight: 400;\">Although all schools\/districts are eligible for the grant, it\u2019s intended to serve schools\/districts with a high percentage of students from low-income backgrounds.<\/span><br \/>\n&#8220;While Perkins V is just for CTE programs, Title IV of ESSA is a much broader program that can be used for a wide range of activities. This can include career development, social-emotional learning, counselling, academics, arts, technology etc.,&#8221; says Hyslop.<br \/>\n<span style=\"font-weight: 400;\">To learn more about the program, visit this <\/span><a href=\"https:\/\/www2.ed.gov\/policy\/elsec\/leg\/essa\/essassaegrantguid10212016.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">site<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3><b>Other Sources<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">As politicians continue to debate a follow up to the CARES act, there is no doubt about the fact that there&#8217;s a need for more money for K-12 education. <\/span><br \/>\n<span style=\"font-weight: 400;\">But no one can accurately predict how much money K-12 education will receive or even when a bill will make it past the political gridlock.<\/span><br \/>\n<span style=\"font-weight: 400;\">Therefore, schools\/districts would be wise to strive to find other sources of income if they can not make their budgets work.<\/span><br \/>\n<span style=\"font-weight: 400;\">On the United States Department of Education website, there\u2019s a <\/span><span style=\"font-weight: 400;\">page<\/span> <span style=\"font-weight: 400;\">that includes approximately <a href=\"https:\/\/www2.ed.gov\/policy\/elsec\/leg\/essa\/essassaegrantguid10212016.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">30 grants.<\/a>\u00a0<\/span><br \/>\nYou can also look into <a href=\"https:\/\/tech.ed.gov\/funding\/\" target=\"_blank\" rel=\"noopener noreferrer\">funding options for your technology needs<\/a>, especially in light of remote learning initiatives.<br \/>\n<span style=\"font-weight: 400;\">Follett has created an extensive <\/span><list of grants<\/span><span style=\"font-weight: 400;\">. While many on the list are microgrants, some have rewards of up to $100,000. Another list of grants of varying levels of funding can be found in <\/span><a href=\"https:\/\/thejournal.com\/articles\/resources\/upcoming-grants-and-events.aspx\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">The Journal.<\/span><\/a><br \/>\n<span style=\"font-weight: 400;\">School districts will find it challenging to meet budgets in the 2020\/21 school year and, in all likelihood, for the next few years if COVID-19 causes more economic upheaval.<\/span><br \/>\n<span style=\"font-weight: 400;\"> Grants can help schools\/districts lessen budget gaps and keep programs, personnel, and projects moving forward.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Are there any funding options for school leaders to look into to help ease the strain caused by budget cuts?
