{"id":40000,"date":"2024-07-09T19:46:25","date_gmt":"2024-07-09T19:46:25","guid":{"rendered":"https:\/\/dev.xello.world\/?p=40000"},"modified":"2025-05-15T01:06:51","modified_gmt":"2025-05-15T06:06:51","slug":"what-it-means-to-have-a-truly-accessible-work-based-learning-program","status":"publish","type":"post","link":"https:\/\/dev.xello.world\/en\/resources\/blog-posts\/what-it-means-to-have-a-truly-accessible-work-based-learning-program\/","title":{"rendered":"What it Means to Have a Truly Accessible Work-Based Learning Program"},"content":{"rendered":"<h3><strong><i>Preparing students for the ever-changing world of work means finding new and better learning experiences.\u00a0<\/i><\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Employers and future employees seem to be stuck in a Catch-22.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While employers are increasingly demanding employees with specialized skills, many recent high school and college graduates don\u2019t have access to the experience they need to deliver.\u00a0<\/span><\/p>\n<p><a class=\"\" href=\"https:\/\/www.cengagegroup.com\/news\/press-releases\/2019\/new-survey-demand-for-uniquely-hu[%E2%80%A6]eases-even-as-technology-and-automation-replace-some-jobs\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Discouraging statistics<\/span><\/a><span style=\"font-weight: 400;\"> include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">73% of employers perceived that it was \u201cvery or somewhat difficult\u2019 to find qualified candidates for jobs<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">34% of employers reported that schools have not properly prepared students for jobs<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">80% of dropouts said they wished they had more opportunity to do real-world learning<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">49% of recent grads did not apply to entry-level jobs because they felt underqualified<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In response to these challenges, there\u2019s an increasing shift towards a more practical, skill-based approach in education that emphasizes real-world experience through <\/span><a class=\"\" href=\"https:\/\/dev.xello.world\/en-ca\/blog\/career-exploration\/why-work-based-learning-works\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">work-based learning (WBL) opportunities.<\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<h3 id=\"Growth\"><b>Work-based Learning is Growing Rapidly\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Many school districts across the U.S. have integrated, federally supported career and technical education (CTE) programs designed to prepare students for real-world careers. Some states include new laws and policy updates to foster WBL program development and expansion.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Indianapolis Public Schools has embraced WBL and is in the process of integrating Xello\u2019s WBL tool. They partner with <a class=\"\" href=\"https:\/\/employindy.org\/\" target=\"_blank\" rel=\"noopener\">EmployIndy<\/a>, a network of community organizations, employers, and corporate partners who provide job opportunities, soft-skill development, and job-readiness training to in-school and out-of-school youth.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019re really trying to help students get connected to employers who are interested in hiring them in a paid position, whether in an internship or summer job experience or even an apprenticeship,\u201d said Jenny Berry, CTE Pathway Director, Indianapolis Public Schools.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While states like Indiana are laying the groundwork for WBL, many have a long way to go before they can provide a meaningful impact.<\/span><\/p>\n<h3 id=\"Stages\"><b>Stages of WBL Development\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">High school WBL programs can be grouped into one of four stages of development:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Initial development: <\/b><span style=\"font-weight: 400;\">Early stages of WBL policy and program development <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Emerging: <\/b><span style=\"font-weight: 400;\">WBL policies exist but it\u2019s unclear how well they\u2019re working for students<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Developing: <\/b><span style=\"font-weight: 400;\">Quality standards and data collection processes in place with a need to optimize programs and improve reach and equitable delivery\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Advanced: <\/b><span style=\"font-weight: 400;\">High-quality, established WBL programs seeking to achieve universal access for all students<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Most WBL programs fall in the emerging and developing categories for a variety of reasons. While states are laying the groundwork for WBL, they still need to address key challenges to make a more meaningful impact.\u00a0<\/span><\/p>\n<h3 id=\"Challenges\"><b>WBL Program Challenges<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In an <\/span><a class=\"\" href=\"https:\/\/bellwether.org\/wp-content\/uploads\/2021\/02\/Bellwether-ASA_Work-basedLearning_Final.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ASA survey<\/span><\/a><span style=\"font-weight: 400;\">, nearly 80% of high schoolers expressed interest in obtaining an internship, but only 34% reported hearing about available internships.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Key challenges of WBL programs across the country include a lack of widespread and equitable access due to factors such as:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Students having trouble finding and navigating available career-related opportunities<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Dependence on off-campus internships (only accessible to 30% of students)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Financial constraints<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Distant locations<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">With a shortage of information for high school students to access internships, and for employers to find interns, it\u2019s hard for WBL programs to get off the ground.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s clear that diverse, accessible opportunities are needed to engage a broader spectrum of the student population. A robust communication network is essential to raise awareness, spark interest, and facilitate engagement.<\/span><\/p>\n<h3 id=\"Help\"><b>How Xello Can Elevate WBL Programs<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Xello offers a work-based learning module as an optional add-on for U.S school districts purchasing Xello for Middle School and High School. Students get valuable experience and access to industry or community professionals in the field that most interests them.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The benefits of Xello\u2019s WBL program for educators and students include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Improving student engagement with an experience that\u2019s fully integrated into the CCR tools they\u2019re already using<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Breaking down location, ability, and access barriers so all students can benefit from transformative, real-world experiences<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Providing all students with the opportunity to build a network of career mentors and to develop hands-on experience<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Capturing and engaging tactile learners who may have a harder time engaging in a typical classroom setting<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Improving students\u2019 employability skills and building resume experience with early exposure to the world of work<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Helping students see the relevance of their education and building more meaningful career goals and plans<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Giving districts the support and resources to take their WBL program to the next level of program development<\/span><\/li>\n<\/ul>\n<h3 id=\"IPS\"><b>How WBL Works at Indianapolis Public Schools<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In many ways, Indianapolis Public Schools is ahead of the game when it comes to WBL. Out of about 5,000 total students, just over 4,100 are enrolled in CTE pathways. In 2023, CTE concentrators made up almost 60% of graduates.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The district is actively presenting WBL programming beginning in K-8. \u201cWe see the whole understanding of college and careers to be a K-12 thing. It doesn\u2019t just live in high school or start in middle school. We\u2019ve got to start conversations with younger students,\u201d said Berry.<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-40001 lazyload\" data-src=\"https:\/\/dev.xello.world\/wp-content\/uploads\/WBLACC-300x154.jpg\" alt=\"\" width=\"658\" height=\"338\" data-srcset=\"https:\/\/dev.xello.world\/wp-content\/uploads\/WBLACC-300x154.jpg 300w, https:\/\/dev.xello.world\/wp-content\/uploads\/WBLACC-315x161.jpg 315w, https:\/\/dev.xello.world\/wp-content\/uploads\/WBLACC.jpg 512w\" data-sizes=\"(max-width: 658px) 100vw, 658px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 658px; --smush-placeholder-aspect-ratio: 658\/338;\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The district\u2019s robust advising infrastructure includes Future Centers that provide student support and interventions and WBL coordinators who connect with employers and support students interested in immersive experiences, such as internships and apprenticeships with the help of Xello\u2019s WBL module.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe have a variety of ways to engage employers. We can request workplace tours, events, and guest speakers through EmployIndy. We\u2019ve brought in employers to senior classes with a business problem that students are asked to solve, we\u2019ve organized job shadowing, and mentors,\u201d said Berry.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019re really trying to scale throughout the state to help students connect to employers who are interested in hiring them in a paid position, whether that\u2019s an internship or summer job experience or even an apprenticeship. There are opportunities that allow them to transfer the skills they\u2019ve learned in their CTE pathway to the workplace.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When it comes to implementing Xello\u2019s WBL module, Berry advises starting small. They initially rolled it out to a small group of students and employers they were already working with and are scaling it up from there.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Her other tips include:<\/span><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Identify who\u2019s responsible for what.<\/b><span style=\"font-weight: 400;\"> \u201cOn my team, my employer engagement manager and I are adding the opportunities [to WBL in Xello] and the WBL coordinators will enter at a regular cadence to see who\u2019s requested opportunities. It\u2019s up to them to follow up students.\u201d<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li aria-level=\"1\"><b>Create accountability systems based on key performance indicators. <\/b><span style=\"font-weight: 400;\">\u201cOne of our metrics involved measuring how many CTE concentrators have experiences in immersive WBL (defined as 75 hours or more in a location or worksite). Since the pandemic, we\u2019ve seen increases in that space.\u201d<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li aria-level=\"1\"><b>Train staff. <\/b><span style=\"font-weight: 400;\">\u201cThis might look different for each group, but you want to ensure everybody knows that Xello\u2019s WBL is available.\u201d<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li aria-level=\"1\"><b>Get the word out to students and families. <\/b><span style=\"font-weight: 400;\">\u201cHelp families get connected to the Xello platform so they can explore everything there is to see.\u201d<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>Accessible and Inclusive WBL Programs Help Students Prepare for the Workforce<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">With so many barriers to overcome when it comes to providing access to WBL opportunities for all students, a centralized system can make all the difference.
