Here\u2019s how bad it is \u2013 and what\u2019s being done about it.<\/h2>\n<p><span style=\"font-weight: 400;\">Clarissa and Mark are both 9<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> grade students. At the start of the 2019\/2020 school year, they were class reps on their student council, participated in sports and other clubs, and were both on their way to the top of the honor roll.\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">When COVID-19 forced schools to shut down in March 2020, everything changed. After a rocky start to <a href=\"https:\/\/dev.xello.world\/en\/blog\/remote-learning-xello\/\" target=\"_blank\" rel=\"noopener\">remote learning<\/a>, Clarissa found her footing. Every morning, she pulled out her brand-new laptop and logged onto her virtual classes via a high-speed Internet connection. She was able to stay on top of homework assignments, participate in breakout sessions during class, and communicate with her teachers by email and chat. She completed the 9<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> grade and is now working through the 10<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> grade remotely. Her grades and spirits remain high, despite the tumult in the wider world.\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">Things are different for Mark. He and his family live in a rural area 30 minutes outside the city limits. He shares a district-issued laptop with one of his younger siblings and does not have reliable access to Wifi because of their remote location. Inconsistent access to technology has meant that Mark feels disconnected from learning. When he started 10<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> grade math virtually in September, he wasn\u2019t familiar with some of the concepts he missed at the end of last spring. Being included in the honor roll will not be part of his sophomore year.<\/span><br \/>\n<span style=\"font-weight: 400;\">Mark and Clarissa are the living embodiment of the <a href=\"https:\/\/www.forbes.com\/advisor\/banking\/digital-divide-and-its-impact-on-banking\/\" target=\"_blank\" rel=\"noopener\">digital divide<\/a> \u2013 the gap between students who have access to technology and those who don\u2019t. This includes access to hardware like laptops and tablets as well as Wifi that provides connectivity and enables Internet use.<\/span><br \/>\n<span style=\"font-weight: 400;\">The digital divide is not new. <\/span><a href=\"https:\/\/theconversation.com\/initiatives-to-close-the-digital-divide-must-last-beyond-the-covid-19-pandemic-to-work-146663\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">The Conversation<\/span><\/a><span style=\"font-weight: 400;\"> reports that \u201cit\u2019s been undermining the academic success of students from poor families since well before the pandemic.\u201d The effects of the coronavirus have only served to highlight and widen the gap. Like Mark, many students <\/span><a href=\"https:\/\/www.edsurge.com\/news\/2020-06-16-covid-19-has-widened-the-homework-gap-into-a-full-fledged-learning-gap\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">remain unable to fully participate in remote learning<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><br \/>\n<span style=\"font-weight: 400;\">This issue is particularly pernicious for racialized students. Before COVID-19, a <\/span><a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2018\/10\/26\/nearly-one-in-five-teens-cant-always-finish-their-homework-because-of-the-digital-divide\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Pew Research study<\/span><\/a><span style=\"font-weight: 400;\"> found that 1 in 5 Black teens in the U.S. were unable to do their homework because of poor Internet access at home; and 21 percent used public Wifi to do homework.\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">It\u2019s no surprise that students like Clarissa, who have consistent access to technology, perform better. \u201cFederal data show that students who used computers or had internet at home consistently showed higher achievement scores in reading, math and science,\u201d reports The Conversation.<\/span><\/p>\n<h3><b>What does the digital divide look like during COVID-19?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">When it comes to spotty access to Wifi and other technology, Mark is far from alone:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.brookings.edu\/blog\/education-plus-development\/2020\/06\/22\/unequally-disconnected-access-to-online-learning-in-the-us\/?campaign_id=118&amp;emc=edit_ptg_20210120&amp;instance_id=26175&amp;nl=nyt-parenting&amp;regi_id=80204120&amp;segment_id=49777&amp;te=1&amp;user_id=895b7dc51118b6b6691d2360f1d4bab2\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Brookings<\/span><\/a><span style=\"font-weight: 400;\"> reports that, \u201cAround 1 in 10 of the poorest children in the U.S. has little or no access to technology for learning. 12.2 percent of respondents from households earning less than $25,000 a year said a digital device was rarely or never available for a child to use for learning and 9.8 percent said the same of the internet.\u201d<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">An April 2020 <\/span><a href=\"https:\/\/www.pewresearch.org\/internet\/2020\/04\/30\/53-of-americans-say-the-internet-has-been-essential-during-the-covid-19-outbreak\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Pew Research Center<\/span><\/a><span style=\"font-weight: 400;\"> report found that about three in ten (29 percent) parents of students whose schools were closed due to COVID-19 said that it\u2019s at least somewhat likely their children would have to do their schoolwork on a cell phone.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/www.crpe.org\/thelens\/digital-divide-among-students-during-covid-19-who-has-access-who-doesnt\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">RAND Corporation<\/span><\/a><span style=\"font-weight: 400;\"> survey of educators discovered that 75 percent of teachers polled found \u201cstudents\u2019 lack of access to technological tools\u2026 and students\u2019 lack of access to high-speed internet\u201d is a serious obstacle to the success of remote learning. <\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A Center on Reinventing Public Education\u2019s <\/span><a href=\"https:\/\/www.crpe.org\/publications\/too-many-schools-leave-learning-chance-during-pandemic\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">study<\/span><\/a><span style=\"font-weight: 400;\"> of remote learning in 477 school systems nationwide found that rural districts were much less likely than urban districts to provide students with Wi-Fi hotspots or devices, such as laptops and tablets.\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>What are districts doing to support students without consistent access to technology and Wifi?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Many school districts across the country have refused to give up on the students who aren\u2019t able to fully participate in remote learning due to poor access to technology. Partnerships with local businesses and creative ways to connect with students have proven to be promising ways to work toward equity in education during a truly challenging time in history.\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Governments, businesses, and non-profits across the country are teaming up to create programs that offer free internet access to K-12 students, including in <\/span><a href=\"https:\/\/www.techtogetherdc.com\/internetforall\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Washington, DC<\/span><\/a><span style=\"font-weight: 400;\"> (for the 2020\/21 school year), <\/span><a href=\"https:\/\/www.phila.gov\/programs\/phlconnected\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Philadelphia<\/span><\/a><span style=\"font-weight: 400;\"> (through June 2022) and <\/span><a href=\"https:\/\/www.cps.edu\/strategic-initiatives\/chicago-connected\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Chicago<\/span><\/a><span style=\"font-weight: 400;\"> (over the next four years). The Philadelphia initiative is also providing digital skills training and tech support, as well as devices such as Chromebooks, tablets, and computers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Recognizing that 4,000 of its 50,000 students in <\/span><a href=\"https:\/\/www.usnews.com\/news\/education-news\/articles\/2020-04-01\/schools-rush-to-get-students-internet-access-during-coronavirus-pandemic\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the Charleston County School District<\/span><\/a><span style=\"font-weight: 400;\"> didn\u2019t have internet access at home, the district strengthened the Wifi output signal inside schools so students nearby could tap into it from the parking lot. They also parked 10 Wifi-enabled school buses at 30 sites throughout the district every day. <\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Many educators record lessons so students and families can watch when they have access to Wifi \u2013 and can view more than once if they\u2019re confused about a concept. Teachers then make themselves available for questions during designated times.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A National Center for Rural Education Research Networks (NCRERN) study found rural school districts were devising resourceful solutions to help families connect to remote learning. As reported by <\/span><a href=\"https:\/\/www.brookings.edu\/blog\/brown-center-chalkboard\/2020\/08\/10\/rural-school-districts-can-be-creative-in-solving-the-internet-connectivity-gap-but-they-need-support\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Brookings<\/span><\/a><span style=\"font-weight: 400;\">, these included:<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Mapping locations in the local community that offer free internet access<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Buying cellular data for students who have phones or tablets<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Connecting families with companies that offer free or low-cost internet<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\">Setting up hotspots and other work areas on school grounds so students can download resources and upload assignments.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">One Ohio district asked teachers to upload recorded lessons on USB drives and deliver them to students\u2019 homes. In other rural districts, educators check in with and provide instruction over the phone to students who don\u2019t have internet access.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Will Dible, Director of School Improvement for Spencer School in Iowa, explained in a <\/span><span style=\"font-weight: 400;\">Xello remote roundtable<\/span><span style=\"font-weight: 400;\"> that his district used funds to purchase internet for a number of families and challenged those in the community to do the same. This ensured that all kids had devices and the internet needed to complete their e-learning when schools first shut down in the spring of 2020.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In Texas, <a href=\"https:\/\/dev.xello.world\/en\/blog\/frisco-isd-virtual-learning\/\" target=\"_blank\" rel=\"noopener\">Frisco ISD<\/a> ensured equity for all students by handing out more than 4,000 devices, including Chromebooks, laptops, and tablets. Six internet service providers in the district provided free access to the end of the 2019\/20 school year. In 2020\/21, the district continues to provide expanded Wifi coverage through school parking lots and driveways for families who need an internet connection. Hot spots are available for families with the most significant needs. <\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/dev.xello.world\/en\/blog\/evaluating-budget\/\" target=\"_blank\" rel=\"noopener\">An Arkansas school district partnered with the state PBS station to broadcast television shows<\/a> that focused on curriculum and learning activities every weekday from 8a.m.-12p.m. In the latter half of the 2019\/20 school year, students watched programs in the morning and worked the rest of the day.<\/li>\n<\/ul>\n<h3><b>Help is on the way\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Addressing the digital divide is said to be a priority for the Biden administration, which is naming a new director of the Office of Educational Technology, as well as an acting chair of the Federal Communications Commission (FCC) that oversees an internet discount program for schools. <\/span><a href=\"https:\/\/www.the74million.org\/biden-expected-to-make-narrowing-digital-divide-an-early-urgent-priority-to-help-students-during-pandemic\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">The 74 reports<\/span><\/a><span style=\"font-weight: 400;\"> that, \u201cSenate Democrats have proposed using the FCC\u2019s E-Rate program to eliminate the \u2018homework gap\u2019 by extending the telecommunications discount for schools and libraries to cover broadband access in students\u2019 homes.\u201d<\/span><br \/>\n<span style=\"font-weight: 400;\">In addition, the recently announced COVID Relief Bill 2020 introduced a $3.2 billion Emergency Broadband Benefit, which will see households receive up to $50\/month for internet service ($75 on tribal lands), among other benefits.<\/span><br \/>\n<span style=\"font-weight: 400;\">The digital divide may feel like a gaping chasm for those districts that see firsthand the disparate experiences of students like Clarissa and Mark. COVID-19 is shining a light on a problem that has been festering for decades. With new announcements of federal aid, renewed corporate generosity, and increasingly creative educational solutions, the gap may be gradually closing.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>COVID-19 is shining a light on the ever-widening \u2018homework gap\u2019.
